I. Organizational Context

Food
and Agriculture Organization (FAO) is a United Nation agency which
provides technical assistance in Indonesia. One of our projects since
2006 provides support for the control of Avian Influenza, in
cooperation with national and regional Indonesian government livestock
authorities. Project activities are conducted in various locations
nationwide.
The Administration/Logistics Officer is a member of
the FAO Makassar project team that manages and facilitates the
day-to-day activities of the project in line with the program work
plan. He or she assists in development of monthly schedules, and
ensures that the FAO Makassar administration/logistics team is able to
ensure the smooth working operation of the FAO Makassar field office.
Under
the general operational and administrative supervision of the FAO
Representative, the overall supervision of the FAO HPAI Programme Team
Leader, the direct supervision of the FAO Operations Officer, and in
close collaboration with the Senior Technical Advisor and the Field
Veterinary Advisor, South Sulawesi, the incumbent will perform a range
of duties relating to the objectives of the FAO avian influenza control
program in South and West Sulawesi with the FAO / GOI Avian Influenza
Control Programme.

Duties and Responsibilities
II. Functions / Key Results Expected

Summary of key functions:

* Strategically
assess program administration and operational needs, and pro-actively
develop systems to ensure that operational and administrative
requirements of the FAO Makassar field program are met, in line with
FAO procedures
* Coordinate logistics, and field operations
of the FAO Makassar project, and provide support to the FAO Makassar
technical team for these operations
* Provide leadership to, and manage all aspects of FAO Makassar office administration including:
* Ensure banking and money transfer proceeds smoothly
* Cross-check petty cash report, prepare and cross-check liquidation reports and budget estimations.
* Manage and administer the requirements of Letters of Agreement with local partner organisations in line with FAO procedures.
* Coordinate
and provide logistic and administrative support for program workshops,
working group meetings, training activities and field visits
* Ensure filing, record keeping and inventory are carried out according to FAO requirements
* Provide
leadership and expert input into recruitment and human resource
management aspects of management of the FAO Makassar office
* Liaise
with the Operations Unit and the FAO Representation, for the reporting,
planning, and provision of goods and services. Organise the
procurement of services and equipment required for running the program
in line with FAO procedures, including transparent negotiation of
procurement and selection of vendors.
* Coordinate and
provide major input into development and maintenance of technical
workplans and report in line with FAO procedures and AusAID
requirements.
* Act as the security focal point for the FAO
Makassar office, liaising with UNDSS ensuring FAO Makassar operations
are in line with UN security requirements.
* Conduct other duties as requiredIII. Impact of Results

The key results have an impact on the success of FAO/ GOI Avian Influenza Control Programme implementation in Indonesia.

Required Skills and Experience
V. Recruitment Qualifications

Education:

* University
graduate in administration, public service, rural development or a
relevant subject, with a relevant Masters degree highly regardedExperience:

1. Minimum
of 5 years experience in management of an International development
program, including development of workplans, reporting, and monitoring
and evaluation.
2. Strong experience in administration and
logistics matters for the implementation of a development programme
including previous experience with procurement
3. Good memo composition and editing skills
4. Proficiency in MS Office, particularly Word, Excel, and PowerPoint
5. Ability to manage priorities and workload within general schedule of work, instructions and standardized practices
6. Experience in the implementation of participatory and/or community-based animal health projects is preferred
Experience with stakeholder facilitation and co-learning approaches to development is preferred

Language Requirements:

* Fluency in Bahasa Indonesia and a good command of writing and speaking English
